Need money urgently? A WhatsApp message promising “cepat lulus, tanpa dokumen” may look tempting. But some offers come from an ah long — an illegal lender operating without a KPKT licence. What starts as a quick loan can turn into threats, harassment and pressure on your family. Here is what ahlong means, what Malaysian law allows and what to do if an illegal lender is already threatening you.

What Is an Ah Long?

The ah long meaning is simple: an ahlong is an unlicensed moneylender operating illegally in Malaysia. “Ah Long” or “along” is commonly translated as “loan shark” in English.

A loan shark in Malaysia is therefore not simply an expensive lender. The term refers to illegal moneylending outside the licensing system.

The difference is not simply about whether a lender is “nice” or “fast”. A licensed lender operates under the Moneylenders Act 1951 and regulations enforced by KPKT. An Ah Long operates outside this legal framework.

A licensed lender operates under the Moneylenders Act 1951. An Ah Long does not.

What the Law Actually Allows

The Moneylenders Act 1951 sets limits for licensed lenders. Under Section 17A, interest cannot exceed 12% per annum for secured loans or 18% per annum for unsecured loans. Section 17 prohibits compound interest and prevents increasing the interest rate simply because of default.

Loan typeMaximum rateKey requirement
Secured12% per annumWritten agreement
Unsecured18% per annumWritten agreement

Sections 16 and 27 require the agreement to be properly prepared, attested and given to the borrower before the money is lent. A “10% per week” deal or a loan with no proper agreement is a major warning sign.

Penalties for Illegal Money Lending in Malaysia

Illegal moneylending is an offence under Section 5 of the Act. KPKT states that carrying on business without a valid licence can result in a fine of RM250,000 to RM1,000,000, imprisonment for up to five years, or both. For a second or subsequent offence, whipping may also be imposed.

This is important if you have already borrowed from an Ah Long. You are not the person being punished simply because you borrowed money from an illegal lender. The illegal moneylending offence concerns the person carrying on the unlicensed business. If threats or intimidation follow, reporting them to the police is an important step, especially if the contact began through loan scams on WhatsApp and Telegram.

How to Recognise an Ah Long Before You Borrow

Be careful with adverts offering online Ah Long offers, loans without documents, instant loans or 24-hour loans, especially if they:

  • have no verifiable KPKT licence number;
  • operate only through WhatsApp or Telegram;
  • ask for your MyKad, ATM card or PIN as collateral;
  • demand an upfront deposit;
  • provide no proper written agreement;
  • charge interest weekly;
  • promise “100% approval”.

Is There Such a Thing as an “Ahlong Berlesen”?

No. Ahlong berlesen is a contradiction. A licensed lender is regulated by KPKT, while an Ah Long is not.

However, a licensed lender must also follow the law. Section 29B prohibits harassment and intimidation of borrowers or their families. Complaints about licensed lenders can be made to KPKT, while unlicensed activity should be reported to PDRM.

What to Do If an Ah Long Is Threatening You

If you are searching for information about what to do if threatened by an Ah Long, focus on safety and preserving evidence:

  1. Save evidence: screenshots, phone numbers, messages, payment records and photos.
  2. Make a police report: contact your nearest PDRM station.
  3. Report illegal lending: provide the relevant information to the authorities and KPKT where appropriate.
  4. Do not continue making interest-only payments: this may not reduce the amount demanded.
  5. Tell your family: warn anyone who may be contacted and consider AKPK counselling if debt has become difficult to manage.

Do not confront an Ah Long. Keep all evidence and report the matter to the appropriate authorities.

Legal options include bank financing, a licensed money lender, an employer salary advance or financial counselling from AKPK. For online loan scams, verify the lender before sharing personal information or applying. A bank may take longer to assess an application, while a KPKT-licensed lender operates under legal requirements.

Before borrowing, verify the lender’s licence through KPKT and check your CCRIS report to understand your existing credit commitments.

Nimbura is a KPKT-licensed moneylender, with licence WL7662/10/01-3/110127. Its stated maximum APR is 18%.

What does Ah Long mean?

Ah Long or ahlong means an unlicensed moneylender operating illegally in Malaysia.

Is an Ah Long loan illegal for the borrower?

The offence under Section 5 concerns carrying on moneylending without a licence. If an illegal lender threatens you, report it to the police.

What is the maximum interest a licensed money lender can charge?

Under Section 17A, the limit is 12% per annum for secured loans and 18% per annum for unsecured loans.

Can an Ah Long take my MyKad or ATM card?

Do not provide your ATM card, PIN or sensitive credentials as “security”. Keep evidence of any such demand and report it.

Where do I report an Ah Long?

Unlicensed moneylending should be reported to PDRM. Complaints about licensed lenders can be made to KPKT.

How do I check if a lender is licensed?

Verify the lender and its licence number through KPKT’s official channels. Do not rely only on a WhatsApp profile or licence screenshot.

Check Before You Borrow

A legitimate lender should have a valid KPKT licence, a proper written and attested agreement, and interest within the legal limits. If you are considering an ah long because you need money quickly, stop and verify the lender first. If you need regulated financing, Nimbura is one option to consider.
